I usually download at 5MB/s from Steam in the best case scenario (downloading multiple games at once). Different games also download at different speeds as well, I have noticed.
It's irritating as a server administrator to have a TF2 update drop and my servers will not update for 1-2 hours after release due to the sheer amount of traffic. I have used Steam on a daily basis for years, and it's been worse since the Free to Play stuff started 6 months ago, but it's no new issue at all.
